This is convenient if your changing the position of your capo over a short range - but not particularly useful over long ranges (consider unclamping a capo at at the first fret and moving it to the 7th vs. rolling this capo all the way up the fretboard). Overall it's innovative and doesn't look bad either.

The makeshift capo is a simple and cheap device used raise the tuning of the guitar by clamping the strings across the fretboard. It's design is based off of a Bill Russel style capo (seen on the left).
